Issues and objectives assigned to the doctoral program:
The proposed training course has the following general and specific objectives
General objectives:
-Strengthen the Algerian university with professors to teach in the specialty
-Increase the quality and cost effectiveness of postgraduate training
-Provide scientific and administrative support for doctoral students until they have defended their thesis
-Helping students to participate effectively in national and international conferences and symposia
-To enable students to acquire the basic knowledge needed to prepare their thesis by coordinating and monitoring the horizontal modules as defined by Decision no. 19-14 of 24/12/2022.
Specific aims: The course aims to enhance students' skills and deepen them in the field of specialisation on the one hand, and to present research topics in the field of specialisation that serve the community on the other. The course also aims to make the most of partnerships by concluding agreements with institutions that can support the course and train students in skills and equipment that are not available at the university, such as the Centre National des Manuscrits, which has equipment for restoring documents and skills for preserving and maintaining them.
The course has therefore been divided into three modules:
1- Lectures: Delivered by specialist teachers, these deal with topical subjects and issues.
2- Workshops: These are applied training workshops, sometimes led by professors, such as training in electronic management techniques or training in techniques for editing a scientific article, etc. or other workshops led by the social partner, such as document digitisation and conservation, manuscript maintenance and restoration, etc.
3- Forums: This is a space that brings together professors and doctoral students, allowing them to broaden their horizons and giving them the opportunity to express themselves, and it is a chance to discuss specialist issues, reflect and exchange opinions.
Relation to strategic and priority areas.
Algeria today raises a number of issues. Foremost among these are digitisation and the preservation of memory, archives and heritage. These challenges must not remain subjects for discussion, but must become realities for the simplest of Algerian citizens. Since most of these issues fall within the remit of librarianship and documentation, and since libraries of all kinds (public, university .... etc.) can play an effective role through the mediation of their staff in the transition from the digitisation of a vague but widespread concept in Algerian society to a societal culture and model of life, the following has been achieved:
Firstly: devote conferences, courses and training workshops to digitisation, skills and e-management so that doctoral students can learn about them in theory and practice.
Secondly: to propose topics for doctoral theses in this context, i.e. to think about how libraries and information specialists can contribute to winning the digitisation challenge. These are three integrated and interdependent topics: the digitisation of documents and archives, digital citizenship skills training in libraries, and the role of university libraries in reducing information pollution, particularly in the digital space.
It is understood that the Algerian state is betting on digitisation as a strategic choice, and as higher education is considered to be a pivotal sector in Algeria, universities should be in the front line to win the gamble of digitising their documents and archives because of their high level of expertise, a role that falls primarily to archivists. It is no secret that Algerian citizens are confronted daily with the digital world through the screen of their Smartphone, and that they receive huge offers of digital services from national and other institutions. How can public libraries, as local institutions, help them and train them in the skills they need to navigate the digital world, while partially securing their data and money, enabling them to benefit from all the digital services provided by state sectors such as the justice system, the post office, etc... , and making them good digital citizens.
Algerian university libraries, for their part, have a responsibility to provide students and teachers with valid and reliable scientific and academic sources and information through their traditional and digital collections, and to make an effort to reduce information pollution, which is an essential role, as information pollution is considered a threat to national security, particularly if it affects scientific information.
