Definition of the University of Blida 1
1-1- Establishment of Saad Dahlab University, Blida 1 The University of Saad Dahlab, Blida, is a public institution with an administrative, scientific, and cultural character, and enjoys legal personality. It was established by Decree No. 137-89 of 1989. The official contact and supervisory body for the organization is the Ministry of Higher Education and Scientific Research. Before September 1989, there were only independent institutes that managed their own missions. These were established on June 20, 1977, by Decree No. 108/2017. 77-92.
The university is a public institution with a scientific, cultural, and professional character, enjoying legal personality and financial independence. It was established by executive decree upon the proposal of the Minister responsible for higher education and placed under his supervision. As part of its public service mission of higher education, the university offers higher education programs and undertakes scientific research and technological development.[1] In the field of higher education, the university's primary tasks include: • Training the competencies necessary for the country's economic, social, and cultural development;
• Introducing students to research methods and promoting training through and for research; • Contributing to the widespread production and dissemination of knowledge and skills, their acquisition, and development; • Participating in continuing education.
In the field of scientific research and technological development, the university's primary tasks include:
• Contributing to the national effort in scientific research and technological development;
• Promoting and disseminating national culture;
• Participating in enhancing national scientific potential;
• Promoting research results and disseminating scientific and technical information;
• Participating in the international scientific and cultural community in the exchange and enrichment of knowledge. Within the framework of its functions, the university coordinates the activities of its affiliated institutes, its joint technical and administrative services, and its national higher education institutes. The University of Blida consists of four faculties and four institutes:

Key Requirements

Admission to higher education and training is available to holders of a baccalaureate degree or its recognized foreign equivalent. Since the 2006/2007 academic year, the Ministry of Higher Education has adopted a new registration procedure. Pre-registration, orientation, and appeals for new baccalaureate holders are conducted exclusively electronically. 2. Presentation:

The Directorate serves as a space for training and developing students' knowledge, providing them with scientific skills appropriate to their environment, harnessing their energies to contribute to the country's comprehensive development, and serving as an outlet for university students. Therefore, the Sub-Directorate of Scientific, Cultural, and Sports Activities is one of the student arenas that seeks to achieve several noble goals, the most important of which are providing quality training that keeps pace with the demands of the times and modern life, developing skills, and discovering and encouraging talents.
The Directorate's Organizational Structure:
1- Scientific and Cultural Activities Department. 2- Sports Activities Authority. Cultural Activities: These activities represent the core of the educational process and the essence of scientific intellectual activities, through which students are exposed to various sciences and knowledge outside their specialization, particularly those related to the arts, discovering national and international heritage, and engaging with civil society. This is achieved by visiting cultural and civilizational spaces in various regions of the country, such as theaters, museums, and archaeological sites, in addition to organizing cultural and recreational trips to develop cultural tourism for students. Scientific Activities: These activities are part of a student's academic development, aiming to advance their level, broaden their horizons and experiences, and provide a means to complement their educational path, whenever this is beneficial to their academic career and scientific life. These activities also provide students with an opportunity to explore the outside world and provide them with new knowledge and skills, a key role played by the affiliated scientific clubs. The administration is considered a gateway that enables students to achieve their personal goals. Sports Activities: These activities are not only a true outlet for students, but also represent a fertile ground through which they can express their physical and intellectual abilities.
A healthy mind resides in a healthy body.
This aspect is of paramount importance, as evidenced by the opening of training in various individual and team sports, including football, basketball, chess, swimming, and combat sports, in addition to participation in national and local tournaments organized by the administration. These activities allow students to hone their talents, develop their competitive abilities, and instill the values ​​of fruitful cooperation by building friendships and relationships among them, as well as keeping up with the latest developments in this field. Volunteer Activities: This activity primarily aims to develop a sense of citizenship and enhance social awareness among students by engaging them and raising their sense of responsibility. This activity allows them to engage in collective volunteer work, both inside and outside the university environment.
This activity is implemented primarily through awareness campaigns, such as blood donation campaigns, reforestation, and cleanliness initiatives. It also includes awareness activities, preserving educational and green spaces, and conducting periodic visits to various needy groups and people with special needs.
